I've been looking into this, too. My petpet shop has 2.31% inflation, which is the same as the rest of Neopia. My other three shops all have differet, higher inflation rates. I think this is what we should be looking at right now. Where would we plug in these numbers, or what could they correspond to? It's time to stop arguing about whether or not the clue has been released (it HAS and we haven't found it; that's why they mentioned it in the news) and start solving this puzzle!
I just thought of something that probably won't work, but might make some sense.
What if the differing inflation rates could be coordinates for a constellation?
I don't think it has anything to do with the stamps for two reasons:
1: That would cause the prices on the stamps to skyrocket like mad, thus making it impossible for many to continue.
2: There was no Altador stamp page as of Sunday morning, so it had to have been added either last night or today.
I know, because I spent the weekend working on my stamp collection and checking out others'.

Well in the telescope flash file, the constellations are in order with the collector next. I've seen this with my own eyes, and being a flash artist myself, I would agree that it does appear that the Collector will be next.
My normal inflation shop is the petpet shop, but I think it's different for each peson. The other inflation % have changed in the last hour, so it's not always the same
