Waldo and Wally are twins. One is evil and uses his stealth-powers to plant bombs and such. The other is good and works to stop his brother. But nobody knows which is which. So the governments decided that they would have their people monitor the actions of one of the brothers, and that is why we seek out Waldo and you keep your eye on Wally. The Germans gave the brothers the codename "Walter" and watch both twins. The French-speakers wanted to get in on it, but they got confused and are now carefully monitoring some poor lookalike who just wants to be left alone.
