According to the site, Krawks are restricted, but Draiks aren't.

Which is kind of odd, considering they don't release Draiks to be created anymore.

Draiks are Limited Edition. I think this is becuase you could adopt one when they were first released (like the Lutari) while Krawks were always petpet=>neopet in creation.
