Can you get the winter random events by restocking/refreshing in the shops in Terror Mountain, Happy Valley, or the Ice Caves? Can you get them in the Garage Sale? Do they occur everywhere in those regions or only in specific areas?

Everywhere in those regions... as in Happy Valley, Ice Caves AND Terror Mountain

I even found a negg while playing Cliffhanger.

I've gotten them in most places. For example, I have found some while restocking in the Slushie Shop, the neggery, and playing Cliffhanger or Snow Wars.

Haven't noticed them in the Garage Sale or Snow Faerie Quest, though that doesn't necessarily mean you can't get one there.

grrrr. I get really bad random events. I usually get NP stolen from me :[
