Yes, you're more than welcome to write a guide that helps your fellow Neopians (as long as it doesn't encourage others to break site rules, of course). As for hosting it offsite, that's fine, but please do not link to it from Neopets. This actually sounds like an excellent thing to put on a Petpage. That way you could link to it all you like without worrying about getting a warning for posting offsite links.

Beat Neoquest II for the first time ever! (on normal, of course) I started last Monday, finished last night, so I'm pretty proud of myself for beating it in a week on my first try!
