I don't know if I got the abreviations right, but its +3.

Technically speaking, it is either ?DT for daylight savings and ?ST for the rest of the time for any of the timezones in the Western Hemisphere.
But yes, it is always a +3 difference from Pacific to Eastern time.

The reason I asked is because my sister lives in Indianapolis, which until last year did not participate in Daylight Savings -- thus, she was 1 hour behind us in the summer (and only 2 hours ahead of PDT), but the same time as us during the winter -- so her time was always EST.

What's even more confusing is that different countries start and stop Daylight Savings on different days -- and I'm assuming the Southern Hemisphere would have it in their summer... Anyway, thanks for the clarification.
