That's Koya the Korbat Huntress. I know there is a TCG card of her...

Actually they've been added more lately, but not many.

There are often no Neopedia articles for TCG characters... because normally TCG people aren't important enough to get a plot or anything, so people who don't play the TCG wouldn't know of 'em.
