Hmmm. *Maybe* your ISP resells a Canadian ISP's service (unlikely). OR maybe the default search site isn't based on IP address, but I don't see what else it could be based on, except where cookies are involved. A truly perplexing puzzle...
As for Gmail issues, I know nothing, not using Gmail (can you believe I never got an invite?)

No, it's the same default search as going to google.com and getting redirected to your own country's google search. Or in the case of Dranzer, to Canada.

To change the google site your toolbar uses click 'Options' on the toolbar, and then click the 'Search' tab. Down the bottom of the box it says 'Use Google Site' and you can pick any.
